Ontario LMIA approved job offer

Hi

I want to know is there is any other way to apply for Canadian PR if you have Ontario LMIA approved job offer ?

If the OINP has not opened from past few months , therefore you have not received NOI from IRCC ( even if your file is still in Express entry pool waiting for the ontario nominee ) .

So can we apply directly for the ontario nomination ( even if your file in Expres entry pool is not picked up for its nomination ) ?
