Hello. I am a dual qualified India lawyer affiliated with LSO. However I stay in India and work for pharmaceutical company which procures raw material from India. I have been working as a full time employee in this company for more than 12 months. Should I apply for PR or work permit and in which category.
Do I need IELTS?
My employer doesn't have LMIA but I will continue with my job in Ontario with same employer, if I get to Canada.

Please guide.

You need IELTS if you want to apply to immigrate. In terms of which immigration program to select, that's up to you to research. I would recommend that you start by researching the Express Entry program.

If you want to apply for a work permit, you need a job offer from an employer in Canada and an approved LMIA. If your employer has no LMIA, then you can't get a work permit.
