I am 26 years old, I have done my masters in Industrial Drives and Controls (M.Tech) from India and now I am planning to do a course on Applied Electrical Motion and Control Management in Ontario. I completed M.Tech in 2019 . I am in touch with a consultancy and they also replied since i am post graduate already there is a chance for visa rejection in Ontario. Is it true?? They are saying that Graduate Ontario program is better....

Yes, you can get rejected for the same reason @tapperb suggested.

If I choose graduate certificate program .....will there any chance to get visa
If you can convince officer sure.. but it doesn't make sense for someone with Master's to do a diploma, right? (Unless your plan is just to come to Canada which the officer can tell) So you better have some brilliant reasons or else very low chances

Yes you can get the visa. You just need to work on your SOP and try to relate this course from your past education or work experience and explain him how this course will be beneficial for u for your future growth. One of my friend who got Visa after having 13 years of work experience ,an MBA graduate from india got his Visa for a post graduate certificate course in Canada even though he already overqualified for this certificate. So i would say dont worry and work really hard on your SOP and that's the key factor to achieve your dreams.

it is risky. you better have a good reason. after masters only a phd is a logical career progression tbh.
bachelors---> masters ----> phd ----->
