Only one word "pre-assessed" in GCMS Notes.. what's that mean?

I got a visa refusal and request GCMS notes. It's a 25-page notes..
After I google some article how to understand the GCMS notes... I guess the last page with section NOTES is the main concern.

However, under Note 1, Text: pre-assessed.
Only this one word.. I have no idea what's that mean.. I saw some others from google, there few words to description.

Does anyone can give me a hand... Thank you!!

This article is about GCMS notes for a PR application, but it should mean the same thing for a TRV app:

once you receive an Acknowledgement of Receipt, AOR, then your file is updated with a preliminary points assessment

In the case of a TRV, I take it to mean a preliminary assessment of your application was made upon receipt.
