Hi there,
I have my widow mother living in India and I want to apply for the PR for her on compassionate grounds. I have my sister , who is married and living separately with her family. Can some one help me in giving a brief idea, what should I do in this case to bring my mother here on PR basis. I will appreciate the replies.

Sorry, but I don't think your mother has a strong case for H&C simply because she is a widow; H&C is only for exceptional circumstances that would lead to exceptional hardships. If your sister is also in India with her family, then she would be considered your mother's support. I think your only option would be to register for the next parent sponsorship lottery (which has not been announced yet) becomes available and hope that you get picked for the opportunity to sponsor her.

Your mother needs to be physically in Canada in order to apply for PR under H&C. She cannot apply for PR under H&C from outside of Canada. It's impossible to do this. If you really want to try to have her apply under H&C, then the first step would be for her to come to Canada on a visitor visa.

I agree that you do not have a strong case since your sister is living in India.

A better plan is to wait until you are selected through the parent / grandparent sponsorship lottery and to apply to sponsor her then.
