I'm filling out the online application, but I noticed there's no option to choose/tell which VO to deal with. My country's VO has a specific document checklist, should I just fulfill these requirements and they'll know which VO to send the online application to?
 
In the IMME294 (Study permit) form, you have to fill out country of residence.

You application will be processed through the VO in country of residence.

My following experience could not be generalized but happen:
There is a specific document required for applicant in my country. But it was not requested when I (my wife) apply online. So, we did not upload these document. My wife have gotten call for interview but was not asked to bring such document. It seems that these document is optional.

Regarding which VO that will handle your case, there is a question (before you get checklist code) asking your residence country. The system will use your answer in this question to define the VO. The questions actually are used by the system to build the documents required for your case. For example, I said that I am married, so the system put married certificate on my checklist.

If there are some other documents required for your country, I would suggest you to attach those documents together with your letter of explanation then write on your LoE regarding your concern. My wife did it when we attached some documents that actually do not requested but we believe it can support our application.
