One year post-graduate certificate can apply for the EE or not

I am not sure whether one year post-graduate certificate can apply for the EE or not. If you were as same as me, please help to give some comment.

It all depends on how many points you have. Generally speaking a 1 year program is very risky since you will only get a 1 year PGWP. Much much better to take a 2 year program so that you qualify for a 3 year PGWP.
