Based on the informtion you've provided, it does sound like you should qualify under CEC. I would recommend that you review your profile again and check all of your responses closely. If you do in fact qualify but your EE profile is not showing this, this means you've answered one or more question incorrectly.

I see, so in my case you think that I should qualify for CEC even without a PGWP issued yet and with just an implied status? The EE online form does not ask for a work permit or anything. I guess they count my Canadian Experience regardless?

I looked closely at my application as you said and you are right!! I meet the CEC now and I got points towards my Canadian Experience.
