One year ban and overstayed in UK for 10 days

Hi dears
During my stay in UK, I approached an agency for work permit and applied.They charged me £6000 for work permit and without my knowledge they deliberately added a fake sponsorship certificate and applied. After 2 months, the Home Office sent me letter saying i have used deception in that application and there for they banned me for one year for re -entry. I couldn't abe to go back to India within specified time and crossed the legal time period by 10 days.
Date of Decision:10 December 2015
Date of Departure:19 January 2016

My question is,
1.Can i able to apply for work permit or PR from India to Canada?
2.Do i need to explain my past histories when i make an application for WP or PR?

2. Yes, you need to declare all refusals in your applications.

I have one more question to add that do i need to mention in the application that i have got a year ban and overstayed for 10 days in UK?
If i mentioned this in my application, chances are really less right?
