I just wanted to share the new information I recieved on this subject. Hertz car rental is an option. Here are some of their rules as far as international driving/drivers:
DRIVING IN CANADA WITH RENTAL CAR
The renter will need to advise the rental counter if they intend to drive into Canada.
You must have a valid license and rental record. Rentals from this city do not require presentation of Liability Protection Letters, Certificates or Stickers at Customs for driving into Canada.
To facilitate entry into Canada, it is recommended that you present a birth certificate or valid passport at customs.
Seattle locations will allow their cars to be transported to Canada or to other Washington cities on the ferry.
Canadian Customs and Excise Regulations prohibit Canadian residents from driving U.S. rental vehicles in Canada and/or returning to the U.S. When a Canadian resident rents a car in the U.S. and drives into Canada, he/she must obtain a Traveler's Vehicle Permit from Canadian customs. The renter must then go to a Canadian Hertz location and exchange the U.S. car for a Canadian car within 24 hours. No intercity fees are applied for this exchange.
Hertz vehicles may not be driven into Mexico.
Additional and/or different restrictions may apply in certain states. See your rental agreement for additional information.
DRIVERS LICENSE REQUIREMENTS FOR INTERNATIONAL DRIVERS
An acceptable, valid driver's license issued from your country of residence must be presented at the time of rental. The driver's license must be valid for the entire rental period. If the driver's license is in a language other than English, and the rental is in the United States, an International Driver's Permit is recommended. In all cases, a valid driver's license issued from your home country must be provided, whether or not you possess an International Driver's Permit. You will not be allowed to rent a Hertz vehicle with only an International Driver's Permit.
The Fullsize Van requires a Commercial Driver's License to transport non-profit groups or for commercial use. Vehicle may not be used to transport passengers for hire. The Commericial Driver's License requirement does not apply to personal rentals.

Melissa Rothwell: Is it possible to have a US pick up location and Canada drop off location? I see the site allows me to choose this, I just wanted to be sure since I've yet to find a rental place that allows this.
Rosalind G: Some locations will allow it. You just have to check your dates and locations either on the web or with an agent.
