One applies in US, another applies in Canada, both to Buffalo, who is faster?

I have a question - two guys have almost identical working experience and education, but one guy applies for skilled worker in the united states while another guy applied in Canada, both of them send their applications to Buffalo.

Will they be waiting in the same queue? In normal cases, will they be treated with similar processing priority and experience similar processing length, or, the guy applies from Canada has some advantage?

The process wud be the same if it goes to Buffalo.It's like living in UAE and appliying thru London consulate.All in the same queue.But then I have read somewhere that the difference will be in getting the citizen ship.Each year you work in canada is taken into consideration during citizenship assessment.
