Once rejected - should i re-apply now or later?

Hello everyone, i want few suggestions/opinions from you guys.

My visa was refused for sept'14 intake. i applied right after my 12th for 2-year diploma course of aircraft maintenance engg. rejection reason was - "proposed studies are not reasonable in light of one or more of your qualifications,previous studies,level of establishment and future prospects and plans."

my profile-
10th cbse - 6.6 gpa
12th- 48% p.c.m (53% if practicals are included)
IELTS - 7.0 bands with no band less than 6.0

after rejection i took admission in india itself for aircraft maintenance engg. and today my 1st year has been completed with overall 75% marks .it's a 3-year course but now i want to go to canada to study Aviation Operations. i planned to complete my engg. over here of 3-years and then wanted to apply for aviation operations but if i can get visa at this stage then i want to apply right now.

so what should i do? should i re-apply now or later?

can i get visa after completing my graduation here? because aviation operations is 2-year diploma course and i will be completing bachelor's here.

You should at least wait until you get admissions into a Canadian institute... I know you where accepted for 2014 intake.. but have you already differed admission for 2017?? if so you could apply... but makes no sense applying 2 years prior to graduation... i think you could do it at least 6 months before graduation depending on the dates....

But if you apply know i am sure the officer will deny you entry for the same reason as before.... So complete your bachelor and then apply
