I am in same unlucky boat and didn't send Intention to Reside in Ontario letter and only sent ties with Ontario. I am in similar situation and upon checking OINP guide I came to know that letter is mandatory. I am really worried and I am having sleepless nights. Please answer following questions, it would be a great help.

1. Did you sent Letter of intent to reside in Ontario over e-mail? If yes was it accepted?
2. Or did you sent it via post? Was this accepted?
3. If none of 1 and 2 both are not correct then what corrective action can be taken now?

Note: I checked the form twice and no where they mention about letter of intent to reside in Ontario (not even in checklist) but it is mandatory as per application guide.

I PM'd the response to you, but I will put it here again, so that anyone else who is in the same situation can also read it and know what to do:

As long as you have not yet received the AoR from OINP, you are entitled to send as many addendums to your application as you want. I sent my letter of intent to reside in Ontario long after my application to them had been delivered. I did so over email, with the email explaining why I had forgotten to include it with my original application, and I got the acceptance response from them regarding that a week or so later- well over three weeks before I received my AoR for my OINP application proper, mind you.
I imagine that if you were to send your letter over fax or mail, they would still accept it- but email is quickest, and you can also get an acknowledgement over email that you can't over those other fax or mail, so I recommend it the most.

So if you haven't included it- don't freak out, and just send it in. Do it now, do it asap. As long as you don't have your AoR, it won't be an issue
