OINP requires original ECA ???

I just got to know that OINP requires original ECA from Dec 04 onwards. Is that true ? If it is, I can't find any reference of it in application guide (I just downloaded it again to see if they updated it) or in web. Can anyone help ?

Yes. They are not requiring an original ECA copy to be sent them directly from the ECA issuing authority.

But at moment, they are only sending this new requirement mail to OINP applicants who have got AOR and are in line for nominations.
