I have my uncle living in Ottawa for the past 20 years. I put him as a relative in my EE profile. He did send me his citizenship and residency proofs. He doesn't have his birth certificate as he was born in another country and he left because of war there. However, his second passport and ID (from the other country) show his father's and mother's names which are the same as my mother's.
Is his birth certificate still mandatory in this case? Will writing a letter in my application explaining the situation help? If not, I can take him out of my application.
