Well, I need to put a disclaimer here and say it's totally your own decision. Here are the steps I took:
1. Prepare all information I need (English test report ref no., WES report ref no., NOC ref, etc) for the new EE profile
2. Withdraw current profile
3. Create a new profile following CIC instructions - don't hurry to finish. Check and make sure all details are correctly put in. You don't want to get an NOI only to find you present wrong info.
4. Go to job bank and link your existing job bank registration to the new EE profile (you will receive a message from CIC after you recreate the EE profile telling you to register in job bank. The message comes with a 5-digit job bank activation code, which you will need together with your new EE profile number. Also you need to navigate the job bank panel to find where you can create a link to the new EE profile)
5. Check status - once all of the above are done you should notice that both your EE profile and job bank status being 'pending'. It will take c.24 hours for your new EE profile getting linked to the existing job bank registration.
6. Hopefully after 24 hours, you will get an message in system saying your EE profile is now active.
It worked out for me. I was sitting in the pool since April 2016. Waited for a few days last week for nothing.
