OINP - Engineers, urgent question please

I applied to OINP recently but I have an important question.

I am an industrial engineer NOC (2141).

Am I required to submit Ontario engineering certificate at the time of the application submission?

I don't live in Canada and I never obtained the Ontario certificate.

Could my application be refused because I did not obtain the Ontario Engineering certificate?

No, you don't need to submit that.

no. how could you get the Ontario certificate when you are not even in Canada? lol
