Hi,
My parents landed in June 2017.
They stayed in Ontario for a couple of weeks, but then returned back to US.
They are planning to permanently come here in June 2018.

When they are going to be eligible for OHIP?

As far as i understand they still have to wait for 90 days before getting OHIP.
Though the government site states:
You may also be required to be present in Ontario for 153 days of the first 183 days immediately following the date residence is established in Ontario
Does it mean that the waiting period is 153 days?

If they come on Jun 1, 2018 they will be eligible on/around Sep 1, 2018.

Should they show some proof that they were in Canada for 3 months?

Since they are moving here from USA by car they will not have any official paper that they returned at specific date.
 
Think they should be ok. They will have to bring their PR cards and will have to apply in person. In their case I would recommend they apply for OHIP as soon as possible after they move if they don't have any formal documents proving when they landed.
