"Officer Review" What is it? applied since Jan 2009. Is application not reviewed

I applied in Jan2009 and got AOR in FEB 2009. Submitted full application in May 2009. "In Process" June 2009. Received CIC letter to submit IELTS score Sep 2009. Submitted results Nov 2009. Still showing "In Process". To my enquiry got reply "application awaiting Officer Review". What does this mean? Has the application not reviewed before stating "In Process since June". It is now one year since initial application. Please advise. CIC London. FSW cat 4121

Your papers will be reviewed by the Immigration officer ( or Visa Officer ).
An officer will be dealing with hundreds of files. So it may take time to get your file viewed.
