Can i apply for different colleges in different provinces for offer letter...precisely. i want to apply for surrey and toronto i have applied in one clg in toronto but dont got any offer letter can i apply for surrey clgs?

Yes - you can apply to multiple colleges. It doesn't matter where they are located.
