I got an offer for M.Eng in uottawa.
Duration of course: within 2 years (6 terms)

If I complete the course with 4 terms that is in the following format

1st term
2 nd term
___________
Break
____________
3 rd term
4 th term

Hope that each term is 4 months
Iam I eligible for a pgwp of 3 years.

Yes 2 Years program will be eligible for 3 years PWGP. Did you receive offer for 2019 fall? I alsp applied to UOttawa
 
Ys I got offer.
They represent the duration as within 2 years in program website.
But my offer letter states the following
"A candidate for the master's degree must complete all degree requirements within four years of the date of initial registration in the master's program, unless a different time limit has been specified for the program. Most programs can be completed in two years, full time."
For the tution fee they shows the fees per term (total 6 terms)
Thats why iam confused with the duration of pgwp.

I believe it means that those people who want to study part-time have to complete it in 4 years maximum. But if you are studying full time, then you will complete it in 2 years. Usually 3 terms = 1 year, so 6 terms will be 2 years which will be 3 years PGWP.
 
So can i complete this by 4 terms / 16 months
And then earn 3 years pgwp

I am not sure about the schedule of your program but usually, 16 months can fetch 3 years if there is no scheduled break in your program. Most 2 years program includes scheduled breaks.
