OCI vs Indian Tourist Visa - 2020 situation

Hi Everyone

I am wondering if any of the forum members can help me?

I am an Indian passport holder and will soon be applying for a Canadian passport (virtual oath ceremony coming up!).

Due to health and family reasons, I will need to travel to India very soon (as early as Nov 2020) and will be requesting an expedited process on the Canadian passport.

Once I receive it, what would be faster to receive- an OCI card or an Indian Tourist visa? I can't find clear information online as to whether India is allowing people into the country on a tourist visa.

I am really in a fix.

I think there is a 3rd option:
You are allowed 3 months to surrender your Indian passport after getting Canadian citizenship. In that time you can use it.....they will impose a fine when you surrender your indian citizenship, but at least you will be able to travel in these uncertain times.
So go on Indian passport and return on Canadian passport and pay the fine upon surrendering Indian citizenship later.

Canadian passport is not eligible for visa on arrival as per the site. Is there any exception for covid?
