When is it that Provinces open up applications for PNP?

I am sure the dates are different for different provinces. But historically, has there a pattern been observed?

If so, do share.

Also, which province is the most relaxed in terms of criteria's for acceptance? I don't mind staying in that province for years as long as I am getting to move to Canada.
If I get scores in the highest band in IELTS, I will be scoring 449. So getting a PNP for me is imperative. Some one please help me out.

It's good to assume provinces open themselves up at the start of the year to fill in new immigration targets but that itself is not applicable to all provinces.

If you follow this forum, you'll find out only Manitoba, Prince Edward, and New Brunswick are the only ones explicitly saying they still accept new applicants.
The rest have closed their doors (for now).

I noticed SINP is usually Dec-Jan, May-Jun, Aug-Sept. Since they launched their PNP for Express Entry, they fill up pretty fast.
