hi all I just want to know that I got Liability of deportation notice from NZ and they gave me 28 days to leave the country and I leaved the country within 28 days now can I apply for Canada study visa with new passport

Yes - you can certainly apply for a study permit to Canada. However you will have to declare that you were ordered to leave NZ in the Canadian study permit application. The fact you have a new passport is irrelevant. You must be 100% honest about your past immigration history - or you can expect to be refused and then banned from Canada for 5 years for misrepresentation.

Becuase I did work for for more than 20 hours after completing my study my course was not officially finished so on this behalf

The fact that you worked illegally in NZ means you have almost no chance of approval in Canada.
 
You may not have a deportation, but you do have a departure order for working illegally. Not much you can do. You can apply and see if they approve it, but it’s unlikely. If you fail to tell them, they will find out and slap you with misrepresentation and a 5 year ban. That won’t be good for any country that requires a visa in the future.
