NYC VAC - processing time for passport submission request (ICT work permit)

I sent my passport to NYC VAC on the 14th Feb and have't heard back from them. I tried calling the customer support number given and I get the same response that my information is still not their system. How long does it usually take for them to process? I made a mistake by not sending it to the LA VAC. My US visa expires on the 14th of March. I might have to overstay looking at the callousness of NYC VAC.
