Does anyone know approximately how many people apply each year under “business immigration”? Looks like the target number they are accepting is super low in comparison to the other streams.

You can find information in Canada's open source, as well as their 'annual report to parliament on immigration'
For instance, 1336 PRs were admitted under Federal Economic - Business category in 2019 (including Self-Employed Persons Program, Start-up Visa Program and Immigrant Investor Venture Capital Program)

there's not by default on the open sources, and you'll have to request for it.
I haven't tried this but I think anyone applying for the set of data before anyone else does, a fee is required.
