NSPNP - Skilled Worker Program - NSNP 200 Required or not?

I have studied in novascotia for 2 years. I have my post graduate work permit as well.
I am currently working for Nova Scotia Employer in NOC 1 for more than 1 year. I am planning to apply for NSNP Skilled Worker program. My employer will not provide NSNP 200 form. They are ready to give me referral letter (In letter they are ready to say "This is only way to confirm employment verification. If verbal confirmation required they can give once they have employee constant), I fulfil rest all the criteria . Please advise if I can use this type of referral letter for employee verification in lieu of NSPN200 form. Thanks

It is necessary as the whole point of the program is for your employer to support your nomination and guarantee permanent employment.

If you studied in NS, you qualify for the express entry stream. Do they need the NSNP200 for express entry as well?
