Hi I have more then 4 year's of experience in Information Technology (Hardware & Networking,linux) so is it possible to get job there and pr too.

No one can answer this question for sure.
You have some options: you can look into whether you'd qualify for a working holiday visa.
You could also apply for jobs online and hope someone hires you and organizes the lmo and work permit process. This is harder.

NS introduced NSNP through the Regional Labour Market Demand stream. the complete application package requires to fill up appendix 3 which is the employment and settlement plan. it was kinda hard to fill up coz my intended occupation is regulated. can somebody help me with this

I study about that and find something good. You must just explain your plan and say what do you do there. Then, I think, after admitting you must be a member of one regulated body in Nova Scotia. look this:.engineersnovascotia.ca/registration/
