I sent off my PR Application and it arrived about 2 1/2 weeks ago so my sponsor has yet to receive a letter regarding his acceptance as a sponsor. In the mean time, I have a change of address. Should I contact Immigration now or wait till my file is sent to Buffalo as I don't have a file number as of now? Do I fax just a sheet of paper with the change? Thanks!

Anyways, you can change your address through ECAS, email or a letter. Make sure you include your file number.

Obviously, you cannot change your address before you get your file number.
 
Changing your address online will not notify the consular office. You'd need to write to them directly to let them know of the change of address.

Send your change of address now, don't wait. Otherwise they will send the letter with your file number to the wrong address...

I suggest you let them know ASAP or else personal and confidential documents will might be sent to the wrong person/address

I have noticed that the London VO is sometimes too slow to react to changes of addresses,even with a file number, what about a correspondence with no file number ? In my experience ,it took me 4 letters ,2 of them by registered mail to get the VO to update my address. In the meantime they were sending their correspondence to my previous address.So even if you send the letter of change of address now as advised,take time to check for VO correspondence at your old address from time to time.

If you do it on ECAS it takes up to 15 days to update....last time I spoke with CIC they said to just do it on the day you move...yeah right. luckily we have Canada post forwarding our mail.
 
I think the best way to handle this is to do three things:

1. Update your address online on eCAS.
2. Update your address with the visa office by mail (unless they gave you other instructions).
3. Arrange for mail forwarding with Canada Post (or your local postal service if you live in another country).

That should ensure that you don't miss anything.
 
In order for you to minimise delays ,it is important you don't miss any correspondence from VO
