Notary public vs. commissioner of oaths for STATUTORY DECLARATION OF COMMON LAW

Hi there,

I'm just wondering if my common law partner (primary applicant) and I (the sponsor) can go to my municipality to get a commissioner of oaths to sign the form? IMM 5409 states commissioner of oaths as an option but someone said I should get it done by a public notary. The difference for me is price so I'd rather get it done at the municipality for 15$ than go to a lawyer for 65$.
