hello. I would just like to clarify something regarding the declaration of common law.

here is the scenario: my BF and I met online in 2013, that time my partner (sponsor) was a foreign worker in Canada and I'm a student here in my country. We only met once and visited me and stayed here for approximately one month only (2014). in October 2014 he applied his PR and he did not even declared me as his common law because we are not cohabited for one year. in 2015, I applied a student visa and I did not also declare him as my common law because of same reason however I will be staying to his place as soon as I arrive in Canada in may.

here's my questions is that a major issue if we did not declared each other as a common law?

You were not CL partners so you could not declare even if you wanted to do so because of 12 months cohabitation rule.
 
As I've already told you, you were not common-law, so you could not have declared yourselves as common-law even if you wanted to.
