Non-work related letter of reference

I know you have to have letters of reference from your employer, but at any point is there a need for a letter of reference from anyone else (like a reference of character)? I ask because I have a friend in Canada who has written them for her employees and others for their immigration, and keeps asking me if I'd like her to write one for me. He is a well respected businessman in the area I wish to settle so I'm curious if this could benefit me in any way. It's my understanding they aren't needed, but he is rather adamant they are.

Any thoughts?

Second that.

The only reason you need employment letters is in order to prove that you were gainfully employed in the NOC you claimed to verify your EE information.

No need for references.
