Non accompanying declaration

I'm badly need help/advice
My ex abondoned us 8ys ago without any visit or support fr him,he left us and has another family now, I came here in Canada as a married and filled divorce bfor my PR application,now CIC is requested a signature of my ex for my 2 children, his now in Korea and I ask his help for his signature but asking $1000us. He abondoned us and not a single cent support for my kids and now his asking money for his signature? We're is the justice there? I mean do I really need to beg and pay for it?is there any way cic could allow my kids and continue processing my papers without that form? Highly appreciated for your advice. Thank you.

You need his permission to move the kids to Canada permanently. This is required based on the Hague convention (i.e. international agreement that Canada is part of).

Do you have legal sole custody of the children?
