NOI-OINP without bachelor's degree?

I have a colleague whose agent told him that he got an NOI for OINP. His score is 416 with an ECA of 2 year diploma post-secondary education. Is it possible to get an NOI without bachelor's degree for Human Capital Priorities list?

I don't want to burst the bubble of his excitement but I think his agent is being dishonest.

no, bachelors degree is must for OINP...

ask the agent to send a screenshot of the PT notification... then fire him.

Warm your friend that the agent will now ask him for more money to process the Ontario nomination +$1500 as Ontario processing fees because his score of 416 is "too low" to get ITA.
