I am graduate Electrical & Electronic Engineer and I some confusion. Would you please reply.

Is it required to have license to apply in Nova Scotia Demand : Express Entry?
Can I apply as Electrical Technologist?

Nope it is not. Only electrician as per the trade worker. Since u have a degree u are an office person.
