NOC Code - 0213

Dear All

I need your urgent / independent view. My brother is currently working for an IT / Telecom company as Project Manager. He is applying for immigration and is showing his last three experience as IT Project Manager with NOC code 0213. His main duties in Schedule 3 are being stated as:

- Managed, implemented OSS/BSS solutions
- Finalized business, functional requirements,
- Documentation, managed teams, costs,
- Budget, conducted user acceptance testing,
- Scheduling, monitoring, roll out of project

Please let me know if this is OK ; any revisions / comments will be highly appreciated

Well, 0213 has several duties ....

* Plan, organize, direct, control and evaluate the operations of information systems and electronic data processing (EDP) departments and companies
* Develop and implement policies and procedures for electronic data processing and computer systems operations and development
* Meet with clients to discuss system requirements, specifications, costs and timelines
* Assemble and manage teams of information systems personnel to design, develop, implement, operate and administer computer and telecommunications software, networks and information systems
* Control the budget and expenditures of the department, company or project
* Recruit and supervise computer analysts, engineers, programmers, technicians and other personnel and oversee their professional development and training.




But the key point, You are your brother can't create duties , jobs etc .... he has to show what actually he did or doing. If its all what you wrote bellow, seems its good to go.

The duties look fine to me. If you have the proper documentation to prove it then he is good to go ahead.

I've been hearing that applicants without 'budgetary responsibilities' are not being approved even if they had almost all other mentioned responsibilities.. Can you let us know your take on that.. Since your case was approved under 0213, did you mention budgetary responsibilities in your application.. Your inputs are appreciated..

I wud like to know about this as i have not mentioned "budegtry responsibilities" in my app. Also, which is the Form where we need to mention NOC code under which the app is being filed?

Dear Friends,

Is it compulsory to have one of job duties as budgetary responsibility if your NOC is 0213.?

I am really confuse about it. IT Manager must be responsible for financial or budge issue of company....??? Please comment....

Probably Not

There have been cases reported on this forum in last few months where budgetary duties were missing from the rejected cases which led to this thought. But there have been couple of cases where applicant has been successful even w/o the budgetary duties.
The reason behind the thought that budgetary duties are required is that you need to prove beyond doubt that you qualify under 0213, and since everyone who has some thing to do with computers will apply under this NOC, there is lot of scrutiny on this NOC and may be budgetary duty is one differentiator between managers and non managers.

My personal thought is that if you do 80% or more duties mentioned under NOC 0213 then it should be able to qualify you but it all depens on VISA officer at end of the day

We have applied under NOC 0213 my husband is having experience in duties mentioned but he is not having engineering degree he is only graduate. i hope that is not a deterrent ???

This may be of some concern, I have seen few rejections on the forum in 0213 with over 10 years of relevant exp. There was no common understanding why rejections happened in those cases but common thing inall those cases was non science stream education or no graduate degree at all.

non graduate would not be eligible to apply since its already mentioned in NOC that qualification should be graduation/ Engineering.
Why would non science stream be hindrance, working in computer industry is not related to science knowledge infact knowledge of accounts and commerce is more beneficial.

anyways only time will tell now what will be the outcome.

Candidate also completed 2 year's Higher diploma in Computer Science from NIIT in From bangladesh.
But his 2 year's diploma is not counts as a educational grid points. Candidate also have work experience
in IT Sector.

He is serving one of IT Company from last 10 years, now he serving same company.
My questions of ans to know that, his position in IT Company from April 2004 to March 2009 as a
Computer Programmer,after then he is promoted as a Information Systems Manager from March 2009 to
Still Now.

Now he wish for apply immigration in canada as a skilled worker under 38 category
Code -- 0213 (Computer & information systems Manager)

1. Is he Eligible to apply federal skilled migrant visa ?
2. CIC will allow to approved his educational qualification with match his work experience ?
3. How many will get points from work experience (between 21) ?
4. He have also completed 1 year of french diploma (level---101, 102,103,104)
with out TEF test result can to claim points from CIC ?

Hi Mates,

Unfortunately for me. My application was rejected. I submitted March 2nd. To think I had to wait for 3 months to hear the bad news.

I got a rejection from the Intake office. something to do with the way I mentioned my duties under 0213. I just typed my main duties as an IS Manager - Change Management, Project Management, Stakeholder Management.

I guess they were not impressed as you will notice from the mail.

The help I need from you are as follows;

1. Is there a particular way they want the main duties spelled out?
2. Are there other areas where people get rejected that I need ot be wary of
3. With this rejection, can I be allowed to reapply with corrections to that area or I can never be considered for that category anymore?
4. When I am reapplying, should I apply as a fresh applicant or should I reference the my initial rejected application.
