NOC 4011 is 235

Received applications for NOC 4011 is now 235... since received aoplications are given numbers after two months, does this mean that the 235 applications does not include applications received by cic two months ago till now?

I am convinced that these figures are considerably old but how long, I have no idea about this.
Moreover, it is quite obvious CIC would have charged fees of these cases.

yes, this number represent the number of PER done so they are now initiate PER for 31/7/2014

VERY UNUSUAL AND UNBELIEVABLE
my noc 4011 - i sent the application from india on 18th December and my DD got charged on Friday - i came to know this via my bank today [ saturday in India ],
this is very unusual and i cant believe it myself.
Anyone please explain this, my application for NOC 4011 was received at CIC only on 24 th december, i sent it from india on 18th December and my DD got charged on Friday.
This is the communication that I received from my bank ICICI Bank through Royal Bank of Canada today,
