my noc 3233 fswp file had been received by cio on 20th of October 2014. My first application which was sent in May was rejected due to a payment issue as my cc was cancelled.
If anyone can say if I have any chance to get in to the cap before it fills out and around what time my bank draft will be cashed that would be greatly appreciated.

yes..indeed very very slow..... I have read just now that November 12 applicant from other NOCs are starting to get PER....

You are right, it seems that they have been entangled with Express entry by CIC top management.

medical related noc's are untouched.
frustrating.
