Hi All,

This is my first post to the forum. I am currently at US through L1 visa working for ZZZ company. I am intent to apply for Canadian PR through the NOC 2173. I have few questions. I will greatly appreciate your expert advice and guidance on this matter.

1. I am not sure how long I will be here at US. I am citizen of India and I may have to go back any time. My visa expires in one year from now. So should I apply at buffalo or New Delhi? I saw that there will be some issues for file transfers...

2. My native language is not English. As of now, I am planning to get certificates from my college, employer and send it alongwith a detailed letter stating usage of English in all these years. Meanwhile I am planning to take IELTS. So f they ask me to give further proof in English language, I can send it.

I just want get my application in first as I see lot of rush these days. Is this good idea?

3. Regarding work experience, I am not sure whether my employer will give this kind of detailed letter. (I am going to try my level best). In case if I couldn't what are all the options I have to show my experience? Will sending a detailed letter with supporting documents (like joining letter, payroll information) help?

4. In the "APPLICATION FOR PERMANENT RESIDENCE IN CANADA (IMM 0008)" question no 20 asks "Where you intend to live in Canada". How to approach this question?

5. I stayed in two states (each around a year) during my stay at US. Do I need get state PCC certificates from those 2 states?

I am sorry if these questions are repetitive. I am thankful for your patience and help.

1. NOC 2173 is not eligible for skilled worker, unless you have worked in Canada or have an Approved Employment Offer from a Canadian employer.
2. New Delhi is your best bet if you qualify.
3. Just IELTS result is the only thing that will be counted.
4. Only FBI certificate (state CIC/CHC) will ask. plus India. You don't send them with your preliminary application to CIO Sydney.
5. I suggest you go to www.cic.gc.ca and read the instructions for skilled worker and take the assessment.

I have gone through the NOC list given in the website and found the below mentioned NOC codes suitable for my profile ( I am a software engineer with no work experience or arranged employment in CANADA).
2147 Computer Engineers (Except Software Engineers and Designers)
2171 Information Systems Analysts and Consultants
2172 Database Analysts and Data Administrators
2173 Software Engineers and Designers
2174 Computer Programmers and Interactive Media Developers
2175 Web Designers and Developers.

Could you please tell me in which one I can fit myself?

None of the above qualify, unless you have the managerial experience in NOC 0213 you work experience doesn't qualify.

I don't have any managerial skills. I am leading a team of consultants for 6 months now. In a nutshell,

a. no managerial skills
b. no approved employment offer in Canada
c. never stayed or worked in Canada.

I have more than 4 years of experience as software consultant. so there is no way I can apply PR through Canadian Federal skilled workers class?? :'(

I think I got something wrong and have to do my basic research properly.

I guess you can have a look at the duties performed by a manager as specified in 0213 and see if they match to your current work profile... If they match you are eligible and you will have to provide documentation to proove what you are claiming...

1. IELTS will be required so get ready for it.
2. Your other options can be to look at the PNP programs. might help

Yes, I have started preparing for IELTS.
 
I am afarid with what you have mentioned in your post you do not qualify for the Canada FSW-1. You yourself can quickly go through the eligibility test and self assesment tool at the following link.
http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp

You may try to model your duties around 0213 but from the posts on this forum I get the feeling that they are very specific with 0213 and would do the due deligence in assesing your eligibility.

You will need a reference letter from Employer stating your designation, roles and responsibilities, salary and duration of employment on company letter head to prove your experience

Thanks for the information. I have gone through the link yesterday and have to sadly console myself that I am not eligible for FSW :'(

But during the process, got so much information and found this wonderful forum which I can make use to keep me updated.

I was looking at PNP options and couldn't get anything concrete so far. Will come back in few years from now or see what other options I have right now.. (If you have any suggestions, I will be more than happy to try that out).
