NOC 2173 Caped when i can recived my package

fortunately the NOC 2173 is caped now when i can receive my package I From CIC , and how they will send it by Courier Or normal mail .

I think I read somewhere that they send snail mail. It is the responsibility of the postal department to deliver the package.
