Cripes, they all appear to require PR or citizenship first, sorry, didn't see that before. Well, it's more evidence that the provincial programs wouldn't expect you to become licensed before becoming a PR. So, you could attempt to get your PR status first, and then do the program, or -
you could do it in the USA and get licensed there, then transfer to Canada. They only require a student visa.
