No visa issued and no rejection letter. HELP!!!

I recently got my passport and when I opened it was not stamped and there was no rejection letter accompanying it either.
In all cases is this a rejection or something good can come out of it later.
If otherwise,how do I get my rejection letter so I can be able to ask for a refund of my tuition fee?
