No reply pertaining TRV despite submitting all the required documents

I submitted a TRV application for my Brother-in-law and his three children. There were certain requests for letters and I duly complied and submitted the required documents. It has been close to 3 weeks and I am yet to receive any e-mails from them. I have submitted payment and provided all the necessary information which they need but there is no reply as yet. On the other hand I and my family have got our visas endorsed. We are suppossed to travel together on May 23rd 2013 but the silence from the immigration dept of Canada is rather baffling!!!!
