I work as a Food Service supervisor which is NOC-B, my question is, if I quit the job after 1 year experience with a good reference letter and getting IELTS done, will I be able to apply under CEC without valid job offer and also being unemployed?

Yes. Of course whether you are selected will depend on whether you have enough points at the time the draw happens.
