No IELTS score yet, could I apply to Unis with a conditional letter?

Hi folks,

I want to apply in U of BC and U of T for MS in Computer Science, but the thing is that I'll be giving my IELTS on 14th November 2015 and the deadlines for applying for this Universities are Dec 9 and 15 2015 respectively. So, could I apply right now along with a conditional letter?

Contact the admissions committee, just email them. You can definitely apply without IELTS scores and get a conditional offer.

Also check if you actually need IELTS cause some universities waive off IELTS if your transcripts say that you have studied in english medium. Contact the admissions committee regarding this too. But for Visa application IELTS is required, so don't think that IELTS is of no use if the university does not need it.
