What does one do when a study permit application still says under review and school starts in a weeks time from now?

If your study permit isn't approved extremely soon (within the next few days), you will have to contact your school and defer your studies to the next semeter.

Yes I have contacted the school on what I can do in this regard, defer, start online if possible and if a deadline exist for me to be available in person. On the embassy end what needs to be done? Do I contact them stating deferral of admission and update documents?

Update your file through webform with new LOA if deferring. If you start online and you are not in Canada then that time you study isn’t counted towards PGWP.
