You can't submit your profile without an ECA, no. People have been rejected for that in the past. My advice would be to just wait for the next ITA, and apply then after you have your ECA.

I don't have enough information about this myself, but from what I understand from reading other cases and posts on this forum, you need to have eligibility to apply at the time you GET an ITA, not when you RESPOND to it.

I get your point now. While filling EE profile I am going to choose that I do not have ECA for my degrees and see whether I can submit my profile and get 456. If yes, then I think there should not be a problem.
