I am From India and i am self employed but i do not have a asset worth Rs. they required. But can i start my business in Canada and develop their economy and Get a PR for me and my family. Is there any way? it would be great if you people help me out

Without any real assets it is unlikely that you qualify immigration and without assets almost certain not through any self employed or business startup route. What business would you think would be an asset to Canadas economy ?
