I am a Canadian who live with my husband together in New York, US.

1. Will my case will be transferred to Ottawa Visa Center after the case process center- Mississauga approve my sponsorship?

2. I still need to choose the United States [IMM 3910] (PDF, 201 KB) attached as Part 3 package, right?
 
1) Your husband's application will be transferred to Ottawa first. If they run into issues with it, they may transfer it to NY and your husband may be called for an interview there. If there are no issues in Ottawa, it will be all processed there

My husband and I are working and living in New York, but my husband is not a US Citizen. Will his case still be transferred to Ottawa visa office?
Because some of the thread said that Ottawa visa office only handle the cases for US Citizen.....

If your husband was legally admitted to the US for at least a year, then he can select Ottawa for processing.

Just to let you know, there is a chance that CIC will ignore that and send the app to his home country VO. It's pretty rare but it does happen.
