Is this true that not more than 3 family mebers can get immigratin, and if yes then if someone has 3 children and wife , what will happen in this case of 5 family members?

Where did you hear this? Is it on the website? Please post the link?

Canada generally favours "Family package".... that is they encourage family to be together. So if they make restrictions on the number of family members then this is against thier policy.

This is not true. You can apply for your spouse and all of your dependent children under the skilled worker program. The more people you have in your family, the more funds you have to show to prove that you can support your family until you find a job. You can see the amount of funds here: http://www.cic.gc.ca/english/immigrate/skilled/funds.asp

it is just a rumour not fact. i agree with leon here.
 
the form clearly says if you have more family member ( 1+1+2) attach a new sheet for additional family members. No where it says that a family of 5 not allowed or welcomed
